What is a transformative agreement?
Transformative agreements are those contracts negotiated between institutions (libraries, national and regional consortia) and publishers that transform the business model underlying scholarly journal publishing, moving from one based on toll access (subscription) to one in which publishers are remunerated a fair price for their open access publishing services. What do they provide?
These agreements combine two transactional aspects – they provide both access to reading (subscription paid by libraries) and allow open access publishing (without the need for a separate APC payment) in a select group of journals from a given publisher, all through one centrally negotiated contract. Access to subscription journals is combined with the ability for institutions to publish in OA (Read and Publish) mode within a single service package.
In 2023, Slovakia concluded 3 transformative agreements with large publishers: Springer Nature, IEEE and Elsevier.
